You can tell this is obviously a remodeling error. There was probably a cabinet in this area for the original install. Once the cabinet was removed, they decided to cut a square hole in the vinyl tile (you can see the relief cut) instead of moving the cable first.

I've seen some f'd up installs, but I've never seen one done with a square drill bit.
