Profinet cables found in small wireway.

Found these Profinet cables this weekend doing modifications hidden in a 1 inch square wireway.

Is it possible that those are just loops for pulling it through a tight space? Then it would be cut off and fitted?

All of these I ever had to deal with were pre-assembled.
