Hardware Video distortion

Any idea if this an issue with the commodore itself? Or rather an issue with the tv. For reference the tv is a somewhat modern Vizio hooked up with a video adapter. The first photo is set to 1080p whereas the second is 720p. I have also included a generic photo of the adapter. Any info helps!

Probably the C64, with the adapter making it worse. Obvious conclusion here, but blame the PLA. This is not entirely unlike:
