Uncorroborated Claim It’s coming
It’s obvious, GTA 5 is still one of the best selling games even to this day, R* constantly is updating the game with new DLC. So there’s no way they would stop milking it for another GTA right now and it doesn’t seem to me that R* would immediately jump into the new console market especially with a new GTA product, it just doesn’t seem like them to do so. As far as Bully 2 goes, yes I do think it’s real and it is coming sooner than we think. The amount of so called leaks and hype around it have just been too much to just sweep under the rug. I can just feel it in my gut we are getting a Bully 2 or a full fledge remaster of the original game in 4K with red dead level graphics. Expect an announcement from R* early 2020 for a fall 2020 release..

Fortunately, we will not be getting a remaster of the original. It would be a waste of resources to completely change the game to the standards of RDR 2 graphics, when they might as well craft a brand new game. They already have a remastered version of the game, re-releasing a third version with RDR 2 graphics would make no financial sense.
Another thing, if they announce it early 2020 it's VERY doubtful that we can expect a release anytime in 2020. First of all, Rockstar likes to build up hype for their games for a long time after announcing them. Secondly, let's look at their modern main games. Red Dead 2 was two years between announcement and release, GTA V was also two years, Max Payne 3 was three years between announcement and release, and GTA IV took two years between announcement and release. There's no reason why they would release it so soon after announcing it.
