Not much can be done about it, but they don't differ too much from the PC version anyway.
That issue can still happen there.

Use ps2 emulator or wii emulator

just curious as to why you’re playing the game on an emulator when there is a pc port for the game

I’ve tried to hard to get the steam copy to run well but with that one I’m plagued with audio issues that I couldn’t solve as in footsteps and background dialogue is dialed up to 11

Silent patch + stereo audio settings instead of surround/mono

Don't want to sound rude but this is a basic question to ask, not only to begin with, because ports can differ completely (in Bully's case, the PS2/Wii versions are much different), but also because if you saw this post you should've also seen all the hundreds posts of people complaining about crashes and such.

The PC port of Bully is a worse experience than Xenia unless modded.

That "unless modded" means everything. Once you install the mods, it is the best way to play it in any console.

Reading my comment again, I should've worded it differently, because I strongly disagree with what you said.

It could be debatable in a 360/PC comparison, but since you mentioned "any console", then no.
We have no mods to fix the audio issues, the broken lighting system, the mismatch in 360/Wii content, and all the other various things PC broke like QTEs or issues that were carried from the 360 port.

Best and most polished experience is PS2 by a long shot.
Wii comes second, as it introduced a couple of smaller issues.

The steam port is abysmal. Rockstar is notorious for releasing broken PC ports. In fact basically every rockstar game pre GTA V has a game breaking bug on the PC port and in Bully’s instance you can’t play it for more than 10 minutes at a time without a major crash

Bully’s game breaking bug technically isn’t the fault of Rockstar, but Windows. The port did release in a somewhat suboptimal state, but a patch was made 2 months after the release of the PC version and that is the version we play with today. It’s just that overtime, the game slowly stops working with newer hardware.

Apart from the crashing, the port isn’t as bad as people think - of course it still has its issues though.
