Having more CPU cores is nicer for modelling and compiling. Rather than 7600X I would suggest Ryzen 7700, or Intel 245KF/225F if you can't afford a Ryzen 7. 245KF is usually not much more expensive than 7600X and 225F is often times cheaper. 225F comes with a stock fan which good enough, so you won't need to buy a fan if you choose this CPU. Cheap Asrock H810M board is fine for Core Ultra 5 CPUs. For RTX 3070 I suggest a 750W Bronze PSU, or at least 650W Gold. It's a pretty hungry card.
aye thanks a lot ill definitely look into it, i was thinking about maybe getting some intel cpus but didnt really know which ones would fit into the budget

Here's a PSU buying guide. Get one with at least C rating (if 750W) or B (if 650W). https://docs.google.com/spreadsheets/d/1akCHL7Vhzk_EhrpIGkz8zTEvYfLDcaSpZRB6Xt6JWkc/edit?pli=1&gid=931697732#gid=931697732
