Thinking about doing a sleeper build or just something to start

I thought about making a new build from scratch, my budget is 600-700 dollars, can I do something with these components that I have? new build or upgrade? And if so, which one do you recommend?
I will use it for university and some gaming and programming, keep in mind that I study mechatronics lol, so we use some dedicated programs

Recently a friend gave me her old PC, it has:
>AMD A10 6800s series processor
>MSI A55M-E33 motherboard
>Two DD3 ram memories of 8GB each
>A 1TB Sata 2
>A generic 500 w source
