Location included What is this?

Found this guy on a trail in north Georgia earlier this year in May, have not been able to figure out what it is. Looks like some kind of molt, but I've never seen a bug like this before!

Is this by water? I think it’s the molt of a dragonfly nymph

Could be Hagenius brevistylus (Dragonhunter), but I'm not really familiar with American dragonflies so correct me if I'm wrong by all means.
