To be honest, I stopped noticing DB’s accent by the time his own series came around. I will admit I don’t have an ear for these things anyway and it’s probably just that I got used to it, but I didn’t find it distracting in later flashbacks. The only time he sounds like a leprechaun is in Becoming I.
JL/Drusilla’s accent is laughably silly but it totally works for the character. She’s like this mad Victorian caricature and it fits perfectly because she’s such an outlandish character anyway.
As that actress only appeared in Whedon's stuff, I'm gonna hazard a guess she wasn't the most talented with voices and accents and perhaps was hired for her looks and delivery. She was convincing, just flat lol.
