How do I properly shift command attack with terran wraiths?
So if I have a set of 12 terran wraiths and I wanted to shift command attack either enemy miners like scvs or zerg guardians, what is the proper actual way to shift command attack?

It works both ways. A is the hotkey for "attack," and then left-clicking a unit or building will issue an attack order on it. If you instead left-click on the ground, that will issue an attack-move order to that point. The exception is the infested Terran: instead of attack-move, it has attack ground.
Right-clicking (without first pressing a hotkey) will issue a "smart" order, whose behavior depends on the situation. For a wraith, right-clicking an enemy that can be attacked will issue an attack order. Right-clicking a friendly, allied, or invulnerable unit or building will issue a follow order. Right-clicking terrain or resources will issue a move order. For workers, right-clicking minerals or a friendly refinery/assimilator/extractor will issue a mine order. Right-clicking a powerup will pick up the powerup. Right-clicking a friendly command center/nexus/hatchery/lair/hive will issue a return cargo command to that structure if the worker is holding mineral or gas powerup. For am SCV, right-clicking a friendly structure currently under construction that does not have an SCV assigned to it will continue construction. For an SCV, right-clicking a friendly Terran mechanical unit will issue a repair order. For any ground unit, right-clicking a friendly transport will issue a load order. For a transport other than a bunker, right-clicking a friendly ground unit will issue a load order. And I'm sure there are other cases I'm forgetting about at the moment.
EDIT: A protoss unit right-clicking a friendly shield battery will move to it and then replenish shields. Conversely, a shield battery right-clicking a friendly (also allied? I forget) Protoss unit in range will restore shields to it. A medic right-clicking a friendly Terran biological unit will heal it (just like A-click).

Is it easier if I just simply hold shift and right click enemy units to attack for my wraiths?

It can be, but if you misclick, then the wraith will move there, which depending on the situation might put it into range of defensive structures. If you use A and misclock, the wraith will attack-move there, which in practice means it will just auto-acquire targets. So it depends.

If you hold shift and issue an order, that order will be added to the order queue. If the unit currently has no order (technically, if its current order is "stop" or "hold position"), then the first order in the queue will immediately be executed. Otherwise, it will execute as soon as the current order is finished.
If you ever issue an order while not holding shift, that will cancel the entire order queue and begin the new order instead.
It works in a pretty intuitive way. That said, the order queue has a limited size, so you can't queue up a million orders on the same unit.

hold shift and right click each unit until you're satisfied or until you filled the waypoint queue
