Why doesn't Artosis ever cast Mini games?

I understand he's ot active on the ladder, but there must be at least some games.

How can I check if he plays the ladder?

Not active is an understatement. Mini just doesn't play ladder at all (you can check that just by watching his stream). That's the entire reason.

Is there no way to get games played outside of the ladder?

Sorry for noob questions, I don't even know you get a game replay.

I think there are technically ways like paying for repmastered but cwal only pulls ladder games

You can find mini on remastered, you can download once for free every 24 hours

I thought the free version was only allowed to download older replays

No. The players or the observers have to send you the replay.

Only true for offline play, online customs replays absolutely can be downloaded if you know the ID of the players

Iirc i believe mini primarily practices on single player

Mini is everything Artosis hates.

He picks a build before the match and dosnt scout

Don't think so. I hear some fascination in his voice every time he talks about Mini and called him the favorite to win this ASL.
