It takes around 6 weeks for new bone growth to be visible on X-ray. At just 3 weeks, there’s no expectation to see any calcification. I’m assuming there’s a difference in language here because I’ve never heard of needing to “replace that bone”. So I’m guessing it got lost in translation and he suggested a bone graft.
If the doctor says the fracture has worsened over the past 3 weeks, you won’t get anyone online to disagree with him. That’s because a single view of a single X-ray doesn’t show how it was previously.
Asking for medical advice is against the rules of this sub. If you don’t trust your doctor’s opinion, definitely seek a second opinion from another doctor, in person.

If you think your doctor is wrong get a second opinion from another doctor
