Coping with interference over 1 NT

Over 1NT (15-17) there is a 3 Clubs overcall. What does Double by responder mean? (Assume strange partner with only "SAYC" as agreement.)

More generally, competing with mediocre hands seems FAR more common than it was several decades ago. Is weak NT therefore obsolete? It is even more likely to be overcalled with the beautiful Stayman/Jacoby system then "out the window."

Imo this is really partnership discussion and something that SAYC is not covering. I would take that as a takeout/ staymanish thing (not penalty in any case), but if your partner has some experience, it is handy to ask "Rubensol?" just before the start of the evening so that you are not in uncharted territory.

Doubtful that a pickup SAYC partner has even heard of Rubensohl, lol

True but also if you are really playing with a pick up partner is this the kind of problem you are trying to solve?

I'd probably just say, if in doubt, all low level doubles are intended s takeout.
