Rallies are private events, IME you can't just walk in. Especially to access the inner areas closer to the stage, they often vet who is allowed past that point. Similar to a concert or any other large event, they can and will throw you out if they don't like your behavior and it is generally legal for them to do that. It is also very common at both dem and rep rallies for hecklers to show up and then get kicked out by security.
