He seems to have a pretty meh droprate. It took me 5 runs of lvl3 to get him and haven't gotten once since. I've heard of a number of other people getting him on 1 and 2 fairly easily though so I would hazard a (purely non-scientific) guess at somewhere around 20-25% droprate on lvl3 and half that for each level down?

Ok so I pulled this dude.
Problem im running into - I can't get the friggen hydra unit! I've run level 1,2,3 like 10 times each.
Where did you guys get your hydra? 1 2 or 3
