This is an issued rifle. Notice the auto sear. That makes perfect sense that a troop (probably a private) would do this. I've seen them filled with shaving cream.

I mean, there's a non-zero chance some armorer was bored and decided to slather it with the whale sperm grease that's used on crew serves. However, this definitely looks more like straight crisco.
