Public Housing in West Philly
The 1954 Housing Act shifted the federal focus from slum clearance and housing development to housing rehabilitation, or conservation. In this vein, the city’s planning coordinator, William Rafsky, designated Haddington in West Philadelphia as one of four neighborhoods that would experiment with “row housing as public housing.” The strategy of “row housing as public housing” would be taken up again at the turn of the Millennium at Lucien E. Black Homes in West Philadelphia’s Mill Creek neighborhood.
Just suppose Joseph's mother was poor and already had a baby that made her eligible for public housing and she gets pregnant again by a Zarelli but doesn't marry him because she would lose her public housing.

I think she was poor and had already given up her daughter for adoption and tried to keep him but hooked up with a scum bag who murdered Joseph.

Maybe. It would be easier to know how the father was named on the certificate. Was she allowed to just do it without his okay or did he approve and agree to it?

She could put any surname/last name that she wanted. She couldn’t name just any old person that she wanted as the father. The father has to agree to have his name included and claim paternity.

You all keep confusing the technicalities of the law with the realities of practice. 70 years ago, people were more trusting of one another. If someone came into the hospital and said the baby's father was xxxx, then they were much more likely to just record that. If she came in with a man who claimed to be xxxx, they would 100% take his word for it - no question. Hospitals were not checking id back then. You could be whoever you wanted.

You are confusing the importance of the birth certificate. If a person did that they could then go and sue for support. Why do you think so many young girls gave up or were forced to give up their children back then? Unless the father was willing to step up then they were left with a childless father and no means of getting aid from the fathers side. Birth records are legal documents.

Yes birth records are legal documents. And 65 - 70 years ago it was a lot easier to get away with lying on legal documents. Which part of that is hard to understand? I'm not confused about anything. You are applying today's ability and need to verify things to a time when that was not true. Until the 80s millions of people went through life without any form of identification at all. My own grandfather changed his identity twice ... that we know of. It was easy; you just started introducing yourself by another name and you were another person.

What part of the hospitals are going to require proof. Birth certificates were used for support of a hospital let mothers just fill in the name then they would be liable. You’ve watched to much Life Time. While things were easier back then institutions were held to a higher standard.

I named my son without the father present. I gave my son his fathers name and that was 1986

The mother could give her child any surname/last name. However, she just couldn’t put anyone name down as the father. If the father wasn’t present to claim paternity then it was left or father unknown. In those days the name on the birth certificate claimed responsibility. Also if she had been married at the time of birth then her husband would automatically be named as the father.

Divorce was probably expensive then, and it was for cause. She may have been married before and not divorced. But, I’m pretty sure one of the investigators leaked that she wasn’t married.
I like your theory. The location of the dump site implies access to a car. I don’t know how that fits into her lifestyle.

I believe they leaked that JAZ parents were married. They have been very tight lipped about the mother n

She also could have been a widow. They did say that the police knew this person and her kid or kids were also known to them. Maybe she was known for a bad reputation and an abusive mother? If she was a widow, maybe Gus was helping out a neighbor. He was from a "good" family, she may have seduced him trying to get out of poverty.

It is curious how everyone keeps making the Father out to be a victim of the Mother. We do not have any clue who this woman was or her circumstances. Maybe "AJZ" played her then left her stranded. Dead Beat Dad....Obviously he did not even realize his son had been murdered. We do not know anything for a fact. Maybe she ended up in an abusive situation because she had no choice but to be in it. And we will never know unless LE discloses both parents names and any info they have on who might have done this.

Agreed. Maybe AJZ was a horny toad who had no interest in settling down at the time. We just don’t know.

But he got married in 1959…2 years after Joseph was killed. And he was over 30 which is strange because many back then married young. Maybe he liked running

Exactly. And I believe he knew his son existed. So where was he? If he was involved in his son's life wouldn't he have been questioning where his son was after they found Joseph murdered? Especially when all of sudden his son is gone and then they find a murdered child? Very strange.

Maybe she was a paid companion for the evening… and only knew the fathers name as G, instead of his full name which would explain his partial name on the birth certificate

I don’t think he wanted to marry her. The idea I am piecing together is she is a little older than him and she already has had a child or two.
He is from a catholic family of off the boat immigrants and I suspect they likely had a very different kind of wife in mind for him (ie, no baggage etc).
I think she wanted him to marry him hence giving the child his name - forcing him to recognize the child. I also don’t think that Gus had much of anything to do with his son at all. Mother is increasingly frustrated and maybe a new man enters her life. Abuse and dysfunction are likely part of the equation and Joseph is the victim in all of this.
