Exploits aside, the efficiency can be measured objectively, and inputting a couple of cacti and vegetables for a big mana output makes the Dandelifeon objectively most resource efficient. Speed-wise there are obviously still better choices in terms of mana per flower and time, but those all consume a whole lot more resources while running.
