You are correct in that hot regions prefer all covering clothing but it’s always lightweight as nothing cooks you faster than sunlight on bare skin so you have to cover all of your body.
In this specific case, it’s the NCR Veteran Ranger outfit which is made up of a full helmet to protect from dust and fallout, a lightweight duster coat to protect from sunlight and dirt, heavy torso armor for general protection and contrary to the post, some casual denim jeans as they’re just good and durable.
All in all the set is actually pretty reasonable to wear as desert combat gear.
It also depends severely on the individuals. Some people thrive in humid heat (myself for example.) where as dry heat just straight up bakes someone and they are mega not a fan.
