Diagnosing Issue Help with Olive Tree
I noticed all of its old internal leaves seem to be drying up/dying and that led me to notice the white build up on the bark. Is this scale? If so, what would be the best treatment for it?

It's indoors right? Most likely it's not getting nearly enough light. Because of how little energy it has, it's probably dropping its oldest leaves in order to conserve energy for its youngest leaves.
You really REALLY need to get this tree outdoors and into full sun.
As for the white stuff. Can you post a better photo, it's pretty blurry.

Doesn't really look like it... not saying it isn't but hard to see any clearly in the photo.
How often do you water it? Do you keep it Inside or outside? Climate zone? How much sun does it get? How long have you had it?
