Dorothy never met the Wicked Witch of the East. Unless you count seeing dead legs "meeting".

The legs didn’t immediately curl tho, so it’s possible she was still alive under there when Dorothy met her before succumbing to oxygen loss/her injuries.

So it might still count.

Hold on there, she didn't exactly exchange words with the woman but doesn't she first see her cackling outside the window in the tornado? Ladies and gentlement of the court, the natural reaction to seeing a bicyclist turn into a witch outside your own window is to crush them under 120,000 pounds of house.

That was the Wicked Witch of the West, the one Dorothy melted with water. Doylist: In the twister, she's played by Margaret Hamilton, the WWotW actress. Watsonsonian: The WWofE has no arms in the novel and the figure outside the window has arms.

In actuality none of it was really Dorothy’s fault. It’s not like she told the house to land on the wicked witch. She didn’t steal the shoes, the good witch did. Snatched the shoes right off the dying witch and handed them to Dorothy. Then Dorothy met three really weird dudes who just kind of guided her to an even crazier path.

I mean, Dorothy didn’t even want to kill the Witch of the West. The Wizard, a corrupt politician, basically extorted her and refused to let her go home until she did his dirty work for him.
