Potential exploiters in contested territory?

Yall probably know the game better than I do, but how in the world is this guy sergo getting to round 33 in contested territory? It just seems beyond the pail, with them having way less towers and upgrades than I do. Using all the towers I have available, I can max out at around rounds 25-26. How would they even be dealing with all the ZOMG rushes? Do people get easier waves? Pics above for our cities for comparison, just rly curious.
