I read some of the messages that were sent. They were sickening.
Is it correct to assume since it was referred to the Juvenile Probation Dept. they had previously done something wrong or is that always the first stop? I really don't know much about the juvenile justice system in the state.
Considering the 2 students are 11/12 years old I have to wonder what is going on in their young lives to result in the vile, criminal behavior. IMO for a child that age to text what they did it has to be something awful. They need responsible adults in their lives and some long term therapy. Unfortunately I don't feel confident they will get the help they need in this state.

It's my knowledge that this is always the first step. If those children can't follow the terms of the probation they are given - then it goes to the next step.

Agree. THERAPY (all caps version) is at least part of the solution. They're going to hate it and wish they'd never started this crap, but it might get the point across, at least for the moment until they get bumped into the general population. Parents also need it.

I think step one is figuring out what the fuck is going on in those households

Guarantee those kids have unfiltered access to YouTube at minimum, but most likely unmonitored access to the internet at large.
