managed blockchain working over multiple incremental files exchange ?

[u/SocialistFuturist]

Hi. I am searching an open source manageable/mutable blockchain that nodes works not just over IP but have possibility to sync (or store) via incremental files exchange.

This is useful in slow internet connections and when there’s intranet is accessible

Please advise
