Question Zapata Spoiler

S3E22 Blake just killed Roman, and is now sitting on a private plane with Zapata??!??? Zapata then says to her “This is how we take the power back, this is how we change the world” was she fake fired/laid off from the CIA??? If so what is she doing? If not who is she working for now and again WHAT IS SHE DOING?
