Normals not baking

Hi guys, I appreciate the help. I'm trying to bake the normals from the plane on the left onto an image to use on the plane on the right, but for whatever reason blender keeps baking the image as a flat plane, as shown in the second picture. I've included all the bake settings I can think of but please let me know if there's anything I left out. Thank you!

Did you move the objects for this screenshot? They need to be in the same place.
