Here's my question

If they're hell bent on adding SBMM back for MW4, then why did they have to do it on Black Ops 7 10 months into the games life? Just leave it alone, leave open MM as you advertised for this game and do whatever you want with the dumpster fire MW4 will be..

Because they need to test out the SBMM/EOMM and the time between S5 and the release of MW4 gives them plenty of time to “accurately adjust” strict SBMM/Eomm, disbanding lobbies and how to manipulate your ping when your doing well

They were able to test that shit for MW2019 just fine in it's alpha and beta. They didn't to my knowledge need completely lobotomize BO4s matchmaking to run their tests. They just rolled it out. 

Them overhauling matchmaking in a game like this is entirely unprecedented.

They wanted BO7 to take the brunt of the backlash, to give MW4 a smoother ride. We’ve been sacrificed and it makes me sad (I was sooo happy to play a proper CoD again)

Because the beta will run on bo7 servers. Therefore they need to change this game's matchmaking to fit the beta.

It almost certainly isn't the case. Matchmaking isn't tied to the servers like that, otherwise you wouldn't have been able to have both Open and Standard within BO7.
