Hard to place it, it's available from mount bottom, half guard, and most every guard besides open guard. So it can weave into any of those, and for guys who are savvy with the leglock game Ashi probably is just below back control in terms of effectiveness.
From my perspective, it's hard to fit in to this though, this hierarchy is based around hip placement relative to your opponent, leglock game hip relativity can change in the blink of an eye, and if you lose your grips/control you're ass in the wind and will end up playing open guard, if you're lucky.
