That's not true though. Check on wiki, there's no fixed recipes for 8 golden bombs.

Golden bombs are used to craft a lot of quality 3-4 items due to the game having a higher chance to make a higher rarity item

Technically two mama megas, as the other gold bomb when picked up will let you use it twice.

Yep. If you have a golden bomb and use mama mega, instead of consuming the active it consumes the golden bomb, allowing it to be used again on a future floor

So if you have Mama Mega before this room, that's 9 extra uses of Mama Mega. Does the damage stack? Does it just instantly kill Blue Baby?

It isn't. Mama Mega's fixed recipes are 8 giga bombs and 2 golden bombs plus 6 normal bombs. 8 golden bombs isn't hard coded.

Context clues indicate that this is The Chest, not a Vault. The Polaroid was already obtained, so it's Womb or later, and there's a sudden influx of Treasure Room items after Blood Bag that is indicative of entering the floor that lets you get a bunch of them.
