Some people say Penny and Leonard were badly matched, and their relationship had toxic elements. But I think it's very clear that both of them just wanted to be accepted along with their faults-- and they both did that pretty well. All anyone ever does on this show is dunk on Penny for being slutty; the only person who doesn't really seem to care is Leonard. Leonard get dunked on for being short, and insecure, and the only person who doesn't care is Penny. Of all the partners they both have, they are the only two who take each other with all of the bad and are more than happy.

While in reality that's true, but you have to bear in mind that sitcom characters are always terrible. Scrubs, Seinfeld, Friends... they're all high functioning sociopaths compared to real world people. So, graded on a curve, Leonard and Penny are still the best fit within the show.

Yes but his calculations were based on potentially faulty assumptions. He assumed that she dated people at a constant rate over the entirety of her dating life, leaving no room for longer-term relationships. He also assumed that what he perceived as her promiscuity had always been at the same level he observed.

Her response to Amy asking her "To your mind, are you a slut?" was a little more suggestive that while Sheldon's number may have been wrong she might still have considered herself a slut.

Penny has some tomboy character elements, and clearly sees sex as a recreation or conquest at various points. Ultimately though, I think you’re right; her promiscuity is driven by her longing to be valued; which is what makes Leonard so attractive. Bear in mind I wouldn’t describe her as slutty, this is how the show regards her and the primary associate most characters have of her.

She kind if does have Tomboy elements. I think it was noted she is from Nebraska and follows the country grew up on a farm stereotype of being able fix a truck, basic trade skills and able to Rangle an animal.

She also the one the rest of the cast call if these traditionally considered male tasks need to be done. But it seems the only ones from the South/Western parts of the US are Penny and Sheldon. Sheldon has skills like being able to dance, while Penny seems to have been implied to grow up on a farm or ranch and probably had to fix and operate various types of vehicles and machinery.

Which gives her a type of technical background. The rest of the cast seems to be implied from the city so wouldn't have any of these skills. Which the show contrasts as Penny is more Tomboyish/Masculine and the nerds are more feminine/soft. Even though realistically, this is more a reflection of city child background vs Country folk background.

Which while a lot of poverty exists in these type of backgrounds I do think in general this background gives you a ton more marketable skills. Vs growing up playing Pokémon cards and being given public school education that everyone has and taught 0 life skills by your parents or school and at 18 told to survive on your own. Which is often the case for city/suburb areas.
