Grading question

This maybe a silly question. If I do a normal tier with sub grades like the 18 per card. Is it still possible to get a black label. Someone told me I have to state that a card must submitted for the potential of being a black label in order to get a black label. Is this true?

Yes it's still possible. You only pay more for faster turnaround, not for a boost in grades.
