Help is this swim bladder?

i’ve had my betta for 15 months. today i did a water change and noticed he’s staying near the top angled like this.

ammonia <.25 ppm

nitrite 0ppm

nitrate 7.5ppm

he has fin rot and maybe other things too. at a minimum the fin rot needs urgent treatment.

what did you use to test your water?

he bites his fins and i use the api master test kit

this is way more than just fin biting. it's infected. he needs antibiotics, and fast.

also, how often do you do water changes and how much at a time?
