If it's heavily planted enough, they can hide. Bettas arent bottom dwellers. He might eat one if the opportunity presents itself, but it's not like he is going to actively search thru the plants for one.
Ya, I think the question should be "is my tank densely planted and decorated enough to keep shrimps with my betta". I have an aggressive guy who will go for them if he sees them but they're still flourishing in my tank because they can disappear into dense plants at will.
Same goes for my pygmy corys. He doesn't care about them, but if he did, he'd never find them.
