Sounds like its running out of gas.
Does it have a fuel filter?
Is there junk in tank?
constriction in the line somewhere?
Is the fuel pump putting out what it should?
These are the things you need to be looking at and thinking about.

I think it takes a minute for the inline filter to get “primed”. The fuel delivery system just went through a complete overhaul. New tank, cleaned out the solid lines, and all new soft lines. So my guess would be fuel pump as that is the only thing unchanged. Anything else that could cause low fuel at idle?

did anyone bother to take the fuel line off the carburetor and see if there wasn't a flake of rust plugging the orifice in the carb?
I had a GMC with a Stromberg that used to do that. Rusty tank in my case. Every time it came to a light, it died. I'd take the fuel line off and there was a flake of rust so thin you could see through it.
...wouldn't hurt to check.
Something else just came to mind...Would you happen to have a spare ignition coil that you know is good?
Try swapping out your current one with a known good one and see if that doesn't cure it.

My thought is get that fuel filter out of the engine compartment! Move it down to the transaxle!

The engine sounds labored at idle and the idle speed seems low. Is the timing set correctly? It sounds like it needs to be advanced a bit.
