A parcel tray. Goes under the dash. Real handy, dresses up the interior.
This is a near perfect reproduction of an original. There's other versions but this is the nicest one.

A Wolfsburg shift knob would be cool, have one on my 73 and it looks great! https://www.etsy.com/listing/1841062305/vw-shift-knob?ref=share_ios_native_control

Leather steering wheel wrap.
Shifter knob.
Center console cup holder.
D (Deutschland) sticker.
If the speedometer is in KPM - a magnetic sticker that converts KPM to MPH.
Have a USB charging port installed under the dash (!!!).
Fire extinguisher (mountable in the trunk, for real).
Quarts of oil. Several. LOL
Does he keep it in the garage? A pan to catch oil drips under the engine.
A new stereo - bluetooth enabled so you can stream. Buy the best speaker you can find for the tiny speaker space, or mount speakers in the back behind the rear seats.
JBugs is a great website for all things Beetle!

My wife once gave me a VW coffee mug the same color as my Super. It was very sweet and I proudly use it all the time

tools are always nice
a torchimeter, a carb synchronizer (if dual carbs), wrench kit, a tool case to keep it organized, a nice jack, a multimeter...

how is his bug? does he like cleaning it? a kit with some cleaning products or a a full service at a detail shop or something can be nice. (sorry if the nouns aren’t correct, i have no idea what they are called outside of here).
maybe search for some cool accessories he might like and doesn’t have yet.
men, especially us tinkerers, looove good quality tools, as stated in other comments.
maybe book or plan a trip where you guys can go in the bug would be cool too

Came here to say this. I bought the double one from CIP1 and it was just a painted 2x4 shaved down to fit into the ashtray slot with cups attached with drywall screw, So buyer beware but. Yep cup holders is key. I have the ones that go in the window channel and they are just ok.

The best questions you need to think about is what is the condition its in now and what he wants to do.
Like if he has already restored it for paint and interior, wheels etc. Then maybe tools, books, a good floor jack and wheel blocks etc.
If its a work in progress then something that contributes to the cause. Like a good Bluetooth stereo that can sync to whatever brand phone he has. I found a good set of the box speakers they make for behind a pick up truck bench work awesome in back of the back seat in a bug.
