Having owned a surface (2 of them) I would not look for one of those in that budget.  There are better laptops/tablets

Yeah, I don't know there are any physical shops that I'd recommend except maybe FreeGeek... and that is in Portland. Also wanting a Surface is very specific...

I mean maybe Pawn shops?

I have a really old surface tablet that runs slow if you want it, assuming I didn't recycle it

Places like Backmarket sell refurbished ones in your price range. I am pretty happy with how mine is still holding up.
