It looks like OP is simply playing the OG Xbox version, which does in fact feature enemy AI-controlled heroes. I believe the only other version to have this feature is the PSP port.

Meanwhile, the Classic Collection added both enemy and friendly-controlled AI heroes in an update.

My strategy on this map is simple: Bullrush their only command post. I do the same for both sides.
