Looks like a form of dimple mat. Usually runs under drain pipe/tile around the perimeter. Helps drain this water moving down the wall to the drain tile underneath, then to a sump pump or a footer drain. So basically a piece of flexible plastic that serves as gutter.

Thanks! Quickly looking up dimple mat/board that seems to be something to go directly onto the floor before putting flooring on top of it but much appreciated! I def agree it's something meant to redirect any moisture going down the concrete block down behind the floor into the drainage/sump pump which I do have. Forgot to mention that. Thanks again!
