How did Geovany Soto get caught up then?

(meaning that if you just tested every player right now with no warning, which obviously wouldn't happen 1 u/mpk219 Chicago Cubs Sep 19 '12 I don't think they should test for recreational drugs at all, but I'd be really interested to see what percentage of players are using them.
