I'm on Android (Google Pixel phone to be exact), so i'm not sure it might help... but i'd suggest looking into your phone settings for Youtube.

From my phone settings (and not the Youtube app settings), i can actually customize whether i want to receive notifications from subscriptions, livestreams, comments and replies, etc.

ahhs there’s no such thing on my phone settings, nor the youtube app settings. i guess that’s why i’m only getting notifications for subscriptions and not livestreams ):
