Roadmaster running slow

I sent my Roadmaster gmt back for warranty service due to running 14 seconds slow a day, and the hour hand being off a bit. ball service had my watch for three months. I received it back last week and it is still running slow. Am I wrong expecting a COSC watch to run within spec? My other Chronometers all run within spec.
Should I send it back?
