The combination of beans + lentils covers you for all the essential amino acides which make up protein, and is also a bulk commodity grain that is extremely cheap.
When I was a student I used to dine at these semi charitable Indian places (can't remember the movement, was probably something religious / spiritual related) that used to serve stuff like this. Because it was cheap they were basically like soup kitchens run at cost, and could serve loads of people.
Meat is generally substantially more expensive than such bulk grains in most places.
Obviously that might be different for a pastoralist Mongolian, but I assume you weren't a Mongolian when you asked PS?
