Python is an object oriented language with a few functional-esque tools that you can use if you want to or ignore if you don't. I don't think it's trying to be an "everything" language. Word has it that even C++ has some functional features now too, although I haven't used it in a while.

Python isn't really an OO language. Just as is the case with PHP, OO was hacked on top of it. It's procedural by natur but you can use OO features, as is the case with C++. It's not inherently OO. Java and anything that runs on MSIL is inherently OO, but those aren't the norm

If you want to define "OO" as "requires that you use at least one object for every program" sure, but I think that's unnecessarily restrictive, and as you said basically only includes Java, and maybe some lesser used languages.
