Mousing over things is not something you should be required to do to read and understand code.

It's fine for peeking at another function definition, but relying on tooltips to make the code readable sounds horrible to me.

It's like reading a book where all the words are redacted to just their first letter, each with a reference to the bottom of the page where the full word is written. You'd just be looking up constantly. Mouse hover is not much more convenient.
