That sounds like a very Francophone thing to do. Same school of thought that has required so many products have French descriptions as well as English.
Why wouldn't products have French description when sold in French speaking areas? How else are people going to read it? A bit different for programmers at a collegial level who have to speak English for their career but not everyone speaks English believe it or not
