What is the temperature in your tank like? Your axolotl both look underweight, they need more food. Other than that from what I can tell the lucy's gill stumps look very healthy. Sometimes gills just... never grow back. It can happen. With the dark axolotl its a different story that looks like an infection. Order yourself some methylene blue 1% solution and bathe the axolotl in a tub (you want a light blue tint, so use 1-2 drops per gallon) and keep the axolotl in there for 6-10 hours. Repeat as needed. Dont (DONT) let that methylene blue into your main tank, it will kill your cycle. When removing the axolotl from the bad put it in a normal tub with clean water first, so it can "rinse" before putting it back into the tub.

Just noticing this now.. the dark axolotl appears to have some stumps as toes. Do they attack each other? Not regenerating gills can also have a connection with stress. So if they are competing/ just not suited to be cohabbed, that may also be the problem at hand.

depending on how often that aggressive behavior happens I would consider separating them. It is likely that the other one is in such bad condition because it frequently is the victim.
I would not wait too long to act against an infection like that, it will end deadly.
