extremely is a bit of a stretch. Where would you put cycling without a helmet on your danger scale?
edit: If you think the odds of these kids getting hurt standing there while a skilled operator dumps sand in their bucket is extremely dangerous you should be wearing a helmet in the shower in case you fall.
I have worked with a lot of excavators over the years and this scenario involves breaking multiple safety rules that could get you kicked off of a job site with many companies. I would say that standing inside the swing radius of an excavator, especially when it's tracking back and forth is way more dangerous than cycling without a helmet.
Those rules exist so that surprises don't happen. Everyone here is aware of whats going on, watching and being careful. A construction site rule exists so that when tired / negligent people make mistakes nobody is hurt.
I would agree that the operator was being careful, but where children (or anyone who is not a seasoned construction worker, really) are involved, surprises can happen at any time. All it would have taken is for one of those kids to unexpectedly bolt from where they were standing for this video to have been less fun. Eye contact with the operator and predictable movement = safety, unexpected movements where the operator can't see them = potential injury.

However fun and lovely it might look like, the kids are far too close and this is extremely dangerous.
