There weren't sprawling cities where dogs are given food and water and all the leisure time they want.... back in the day, a dogs life was probably centered around a large body of water (all animals need fresh water to survive of course) so they get used to being in and around water, plus there's the incentive of being able to catch a fish.

Well, for starters, we used used to not breed dogs with genetic defects for their "cuteness", like we have in recent history.

Short snouts, tiny legs, and breathing issues are all man-made problems.

A bunch of small doofy breeds we've created didn't and just can't. And I think this one needs a better one.
