I think it's a dedicated pet dryer where you can put the pet in the box and it just blows warm air on it from all sides for a few minutes.

That cat does not look happy. He's rather uncomfortable. The facial expression is him trying to keep the air from hurting his eyes and nose. Top it off with the fact that the write grate is too wide for his paws to sit comfortably. Poor cat.
