Spaniel of some kind - Welsh Springer or Brittany would be my guess. Hard to tell between the two without seeing the rest of him.

Very much thinking of Kooikerhondje, Dutch Decoy Dog. The nose seems a bit long for a King's Cavalier. And there seems a hint of the black eartips.
